Governing Body
The affairs of the Corporation (Balance of State CoC) are managed by the Board of Directors. The Corporation shall have a minimum of twenty-three (23) and maximum of twenty-seven (27) directors that convene monthly at a date and time convenient to the majority. The Board of Directors currently meets the first Tuesday of each month from 1 - 3 pm.
The President, who may also be called the Continuum of Care Director or CoC Director shall be the chief executive officer of the Corporation. The President shall have such duties, responsibilities, and powers as may be necessary to carry out the direction and polices of the Board, prescribed by the bylaws, or delegated. The President is responsible for and oversees all Corporation staff.
A director’s term is three years and limited to two consecutive terms. The term picked by each director in 2019 or filling a vacant board seat does not count toward the two consecutive terms. The specific responsibilities and duties of board members and officers are outlined in the Corporation’s bylaws.

WI Balance of State COC Membership Application
Representation on the board is comprised of:
Twenty-one (21) local coalition nominated directors approved by the membership
Two (2) additional Directors nominated by the Nominating Committee and approved by the membership. One director must be an individual who is homeless or was formerly homeless. One director must be the person selected to serve as the manager of HMIS.
Up to four (4) optional additional Directors may be nominated by the Nominating Committee and approved by the membership. These directors may be from the following categories: from an organization serving veterans, an organization serving youth, an organization serving the chronic homeless, and an organization serving victims of domestic violence.
