*August 29th is the CoC’s local competition deadline for applicants to submit their applications to the WI Balance of State CoC for consideration in the FY23 CoC Competition for CoC Program Funds.

    • As a result of a HUD adjustment to our total amount available for BONUS projects, some amounts were altered. As a result of confirmed housing and healthcare leverage, placement at the top of Tier 2 was adjusted.

  • BoS Reconsideration Request
  1. If there is a yellow box with an X in row #41, that means your project score is below the 70% threshold.  As a result, the project must submit a Decision Form to wiboscoc@gmail.com no later than 8/24/2023. This includes 3 options:  relinquish the grant funds, reallocate the grant funds, or request reconsideration.  Relinquish means that your agency will not seek to renew the project funds for 2024-2025.  Reallocate means that your agency is seeking to change the type of project currently an eligible renewal into something new (RRH or PSH) and will then need to complete a New Project Application. 
  2. If you select “Reconsideration Request,” there is a separate Reconsideration Request document that must be completed as well.   The Reconsideration Request is due no later than 8/24/2023 and should be emailed to wiboscoc@gmail.com.  This is a separate document from the “Decision Form.”

New Project Request for Proposals (RFP)- Permanent Housing Bonus

Clarification on new budget line item in
red:
NOFO FY23, I.3.d(2) and II.B.4.a(4): Rural Cost Budget: Applications can request a new Rural Cost Budget line item for the following activities: a. Short-term emergency lodging to include housing in motels or shelters, either by providing direct funding or through vouchers; b. Repairs to housing units in where people experiencing homelessness will be housed, including housing units currently not fit for human habitation; c. Staff training to include professional development, skill development, and staff retention activities. Note: HUD has determined that this new eligible Rural cost category may be included in new project applications or added to eligible renewal projects through expansion. HUD will publish a list of CoCs located in rural areas.
  • The rural costs can only be used in rural areas. You are allowed to apply for rural costs even if you have a mix of rural or non-rural areas. However, the rural BLI funds can only pay for services in rural areas. So you can apply for an expansion grant to fund a rural BLI.  Just know those costs can only cover rural areas. If this policy changes, we will make sure to inform applicants.
