Housing Assistance Program (HAP) provides funding for programming and supportive services for persons experiencing homelessness.
On Tuesday, June 4th the Board of Directors approved the plan for HAP funds awarded by DEHCR. DEHCR is moving the EHH process to a two-year cycle. This year is the “off” year. As such, the Board decided to divide the available funds in half and offer funds to the current recipients of HAP (23-24 subgrantees) and issue an RFP out for the other half of the funds. At this time, the total available amount of funds for the RPF is $425,837.50. Of that amount, $403,425 is available for services and $22,412.50 is available for administrative costs.
On May 10, 2024, the CoC Director received an email from DEHCR “EHH Updates/IMPORTANT” outlining the 2-year process approved and implemented by DOA. The 24-25 grant years is Year 2.
The requirements for Year 2 of the Balance of State CoC are:
On May 25, 2024, the CoC Director received the HAP award letter for the 24-25 grant year. The total award is $896,500. The letter is dated May 10th. The services total amount is $806,850. The admin total amount is $89,650, shared equally ($44,825) between sub-recipients and the Balance of State.
On May 30, 2024, the CoC Director received an email from DEHCR “2024-2025 EHH Application.” The deadline for applications is Monday, July 22, 2024.

- Determine awards using the same funding percentages as Year 1.
- Make changes to funded agencies and awards, if needed and as determined by the coalition Board.
- Final funding awards are approved by the Board of Directors.
- Submit EHH Application to DEHCR, listing all agencies, projects, and funding amounts.
- Designate a Lead Agency
- Hold a local competition to determine the agencies/projects to receive funding and the funding amounts.
- Final funding awards are approved by the Board of Directors.
