The WI BOS Coordinated Entry System is a critical component in our effort to end homelessness in the WI BOSCOC. The goal of the WI BOS Coordinated Entry System is that the process is easy for people to access, that it identifies and assesses their needs, and makes prioritization decisions based upon needs. Assistance should be allocated as effectively as possible and it should be easily accessible no matter where or how people present.
The WI BOS Coordinated Entry System helps communities prioritize assistance based on vulnerability and severity of service needs to ensure that people who need assistance the most can receive it in a timely manner. The WI BOS Coordinated Entry System will also provide information about service needs and gaps to help communities plan their assistance and identify needed resources.

There are 8 programs: (1) EHH Funded Prevention, (2) Emergency Shelters, (3) Motel Vouchers, (4) Rapid Rehousing, (5) Permanent Supportive Housing, (6) Transitional Housing, (7) TH/RRH and (8) Outreach.
Homeless Prevention Program (HPP)
Homeless Prevention Program (HPP) helps individuals and households who are at risk of homelessness retain housing. Homelessness prevention programs include housing relocation and stabilization services and short- and/or medium-term rental assistance as necessary to prevent the individual or family from moving to an emergency shelter, a place not meant for human habitation, or another place described in paragraph (1) of the homeless definition.
The Homeless Prevention Program (HPP) is a state funding source authorized under Wisconsin Statutes § 16.303 and administered by the Division of Energy, Housing, and Community Resources (DEHCR). To learn more about all of Wisconsins funding streams for homeless and housing programs click here.
It is a HUD requirement that all ESG funded homeless prevention programs use Coordinated Entry. The WI BOSCOC Coordinated Entry Policies and Procedures require that all HPP funded homeless prevention use the WI BOS Coordinated Entry System. If any portion of an agency’s HPP allocation is used to match its ESG allocation, all ESG rules and requirements apply to clients served by HPP.

Emergency Shelters
Emergency Shelters can be funded through ESG as part of the EHH grant with DEHCR and/or funded with SSSG funds through DEHCR. You can view more information about these funds by clicking here.
