EHH is an acronym for:

Please note that the performance period for the upcoming HAP contracts will differ from prior years. The contract period for the upcoming cycle will be October 1, 2023 to September 30, 2024. This is different than what is indicated in the application.
Housing Assistance Program (HAP) provides funding for programming and supportive services for persons experiencing homelessness.
The Balance of State CoC is opening the application process for Housing Assistance Program (HAP) funding. HAP funding comes from the State to the Balance of State CoC organization. We in turn release the DEHCR created project application far and wide. The deadline for completing the application and submitting the document along with the required attachments to wiboscoc@gmail.com is no later than Friday, June 16th by the end of the day (updated 5/16/23). All applications will be reviewed by a combination of Board members and CoC staff using a rubric that DEHCR requires us to use.
This process is very different than the one used in the past. From 2014-2021, the Balance of State CoC received approximately $175,000 in HAP funds and the only agencies eligible to apply for those funds were those that had CoC-funded housing projects. Those agencies could use HAP funds as match to their CoC grants. In 2022, DEHCR awarded an additional $350,000 to the Balance of State CoC – referred to as “HAP 2.” The Balance of State CoC continued to use HAP 1 funds ($175,000) to support CoC funded projects and opened up a competitive process for the HAP 2 funds. This year, all of HAP is grouped together into 1 bucket of funds called HAP.
The Balance of State CoC has been awarded $525,000. The BOS will retain 5% of those dollars ($26,250) for admin. This leaves $498,750 available for project applications. Despite the use of DEHCR’s application and rubric, those selected applicants will still sign certification forms with the BOS and a sub-contract with the BOS and will be required to adhere to those provisions. One of the requirements of HAP is that the project fit within or work to address a CoC priority. The Board of Directors recently approved the attached document (BOS Priorities 2023) outlining the CoC’s policy priorities.
