July 2024, HUD released the CoC Builds Notice of Funding Opportunity. This NOFO is to target efforts to address and reduce homelessness by adding new units of permanent supportive housing through new construction, acquisition, or rehabilitation.
The Wisconsin Balance of State Continuum of Care will submit one application for CoC Builds selected from interested project applicants throughout the CoC. Please see the below deadlines and guidance for the application process:

- August 27th, 2024 - Letter of interest due to [email protected]
- The letter should be on letterhead, identify the name of the agency, point of contract for this process (name, contact information), and location of proposed project. The letter should include the following statements:
- If selected, we agree to the projected project timeline
- We agree to work with the CoC during the application development process
- We agree to the CoC’s assistance with the final application as the collaborative applicant including final approval
- Please Identify potential partners
- The letter should be on letterhead, identify the name of the agency, point of contract for this process (name, contact information), and location of proposed project. The letter should include the following statements:
- WIBOS staff will send out brief application and rubric to interested applicants
- September 13th, 2024 - brief application due to [email protected]
- September 16th - 20th - WIBOS staff will score, identify, and notify the selected applicant
- September 23rd - October 31st - WIBOS staff will assist the selected applicant on collaborative application
- November 1st - November 8th - WIBOS CoC will submit final application
