The Homeless Prevention Program is a state program authorized under Wisconsin Statutes § 16.303. Homeless Prevention programs help individuals and households who are at risk of homelessness retain housing. Homelessness prevention programs include housing relocation and stabilization services and short- and/or medium-term rental assistance as necessary to prevent the individual or family from moving to an emergency shelter, a place not meant for human habitation, or another place described in paragraph (1) of the homeless definition. It is a HUD requirement that all ESG funded homeless prevention programs use Coordinated Entry. The WI BOSCOC Coordinated Entry Policies and Procedures require that all HPP funded homeless prevention use the WI BOS Coordinated Entry System. If any portion of an agency’s HPP allocation is used to match its ESG allocation, all ESG rules and requirements apply to clients served by HPP.
